Draft receiving final touches for emergency lifting
ISLAMABAD: The legal advisors are Saturday giving final touches to the draft of Provisional Constitutional Amended Order-II at the President House for lifting the emergency on December 15 and several new amendments are being recommended in the constitution.The suggested amendments include the accountability of the judges of higher judiciary and deleting the words regarding the appointed timeframe for the presidential election.According to the sources, the legal advisors are mulling over amending Clause-3 of the Article 41 of the amended PCO related with the presidential election. Under this article, the presidential election can be held prior to end of its stipulated tenure; also, thought is being given to eliminating the words related with the timeframe for this election from August 17, 1988.Phrase ‘subject to constitution’ is being replaced by ‘notwithstanding anything contained in the constitution’ in Sub-clause II of Article 44 dwelling upon the eligibility of the presidential candidates.According to sources, a proposal to amend Article 51-2(A) is under consideration. The proposal envisages addition of words --10 reserve seats for Ulema, professionals and technocrats-- after reserved seats at National Assembly for non-Muslims. Holding of elections for two seats of Islamabad in accordance with the modus operandi given in the Article 59 is also being considered.Amendment in Article 209 is also under consideration for the accountability of higher judiciary. It is being considered to add “Chief Justice of Pakistan” with the word ‘judge’.Amendment in this article is that in case there is a reference filed against any judge, President will be entitled to send this judge on forced leave in due consultation with Supreme Judicial Council until the case is being heard at SJC and a final decision on the same by the President. A high court will also be established in Islamabad under the amendment in Article 175 of the Constitution.(Updated at 2145)

Haj permit for resident foreigners essential: Saudi Govt. (Updated at 2100)
RIYADH: Any pilgrim without the mandatory Haj permit trying to enter Makkah will be caught at one of the 12 checkpoints on the roads leading into the holy city.According to Saudi authorities, pilgrims were also denied entry if they did not have valid permits. A foolproof method of detecting forged permits had been introduced at the checkpoints.All smugglers of illegal pilgrims into Makkah face deterrent punishment. A Saudi smuggler will be fined SR10,000 for each person smuggled. If the smuggler is a non-Saudi, he will be deported after paying the fines.The checkpoints also had special women’s divisions staffed with women inspectors. New checkpoints had been set up on the unpaved roads used by smugglers to enter Makkah unnoticed by police and Passport Department officials.

Four British-linked Guantanamo inmates to be freed (Updated at 1945)
LONDON: Four Guantanamo Bay detainees who previously lived in Britain are to be released from the US camp.Laywer Clive Stafford Smith confirmed that all but one of five British-linked inmates are set to be freed, although he would not forecast when. Jamil El Banna, Omar Deghayes and Abdennour Samuer will return to Britain, while Shaker Aamer will return to his native Saudi Arabia, the British Broadcasting Corporation said. A fifth man, Ethiopian citizen Binyam Mohamed, will remain at the controversial "war on terror" prison camp. The men are not British citizens but all lived in the country legally before being detained at the US naval base in Cuba. All British nationals detained in the Guantanamo prison camp were released by January 2005.

Ten killed in Iraq attacks (Updated at 1845)
BAGHDAD: At least 10 people were killed in Iraq on Saturday, including an activist from radical cleric Moqtada al-Sadr's movement, his wife and two children, police said. Six people were killed when a suicide bomber rammed his explosives-packed car into a police building in Iraq's northern oil refinery town of Baiji, a security official said. The bomber attacked the headquarters of the quick reaction force in Baiji, north of Tikrit.The attack followed two suicide bombings in Diyala province on Friday, which killed 26 people.
Iran stops accepting USD for crude oil export (Updated at 1830)
TEHRAN: Iran has completely stopped accepting U.S Dollars in payment for crude oil shipments, said Oil Minister for Iran, Gholam Hossein Nozari.Tagging the currency as "unreliable", the minister cited recent devaluation of the dollar as a cause of oil exporters' losses".The world's fourth largest oil exporter, Iran has been reducing dependence on the greenback in the face of US pressures on its financial system.Nozari did not specify in which currencies Iran was now being paid but in the past,most oil income was in euros and yen.The dollar has weakened considerably against the euro and other currencies over the past year, affecting OPEC revenues.

Asserting that the law and order situation was conducive for holding elections, Mr Khaista Rehman urged trainee polling officers to perform their duties with honesty and dedication. Stocks witness upbeat performance throughout week (Updated at 1805)
KARACHI: Into the first week after President Musharraf announced the lifting of emergency rule, Pakistani shares jumped 3.4 percent to close at its 6-week high on December 7th.The benchmark index at Karachi Stock Exchange gained 475 points to settle at 14,474. However, average weekly volume declined to 243 million shares, compared to 257 million last week.Analysts say, a rise in regional markets boosted sentiments, as foreign investments eyed Pakistani shares in view of cheap valuations and easing political concerns. The market was largely led by a 3.5 percent rally in energy shares, after OPEC decided to keep its output unchanged.Meanwhile, the banking sector supported the index with a 4 percent hike as investors hyped on reports of capital gains.The government is expected to impose a capital gain tax in 2008, and the market has begun to speculate that banks would book these gains in 2007, yielding higher profits.

Two die in Malaysian floods (Updated at 1700)
KUALA LUMPUR: Two persons have been killed in Malaysian floods that have forced the evacuation of thousands of people across the country, reports said Saturday.A student and a disabled teenager drowned in two separate incidents in northern Kelantan state as torrential monsoon rains caused floodwaters to rise there, state news agency said.In central Pahang state, authorities said the number of evacuees rose to 1,031 people and 14 relief centres were opened to shelter the victims.Officials in northeastern Kelantan state said they had evacuated 316 people and many villages remained sealed off by flood waters, Bernama reported. However, in the worst-hit state of Johor which borders Singapore, the situation had eased with 3,697 people still in relief centres, down from a peak of 7,326 evacuees, it said. The Meteorological Department has warned of heavy rains over Pahang and northern Kelantan state until late Sunday.

BANGALORE: Yuvraj Singh and Sourav Ganguly hit centuries in a remarkable Indian recovery from 61-4 to 365-5 against Pakistan on the first day of the third and final Test here at Chinnaswamy Stadium Saturday.
Yuvraj Singh scored 169 off 203 balls with 28 fours and one six while Ganguly was still at the crease at 125 off 214 balls with 20 boundaries. Chukki, white flour price snowballs by 20 percent (Updated at 1600)
KARACHI: The retail market price of flour # 2 ½ went whirling up by 47 percent, while the chukki and white flour by 20 percent during the past two months.Karachi Retail Grocers Group’s General Secretary, Farid Quraishi told Geo News that the flour # 2 ½ was priced at Rs15 per kilo two months ago, which was now selling at Rs22 per kilo, up by Rs7. On the other hand, chukki and white flour, shooting up by Rs4 per kilo, was available in the market at Rs24 per kilo.Karachi Wholesale Grocers Association’s chairman Anis Majeed told Geo News that the 100-kilo wheat price during the past two months jumping up by Rs300 mounted to Rs1850. He further said that the government has thus far floated tenders for the import of 7,86,000 tons of wheat, which when landing here would stabilize the prices. He said that the private sector exporters, taking advantage of the government decision to export 5,00,000 tons of wheat, had exported huge quantity of wheat, which triggered imbalance in the demand and supply.
Swat valley cleared of militants: Janjua (Updated at 1530)
MINGORA: Pakistan's army claimed Saturday it has cleared almost all of embattled northwestern Swat valley of militants, killing 290 rebels and arresting another 143 in recent weeks. However the pro-Taliban cleric behind the bloody unrest, Maulana Fazlullah, was on the run in the scenic valley's mountains, along with hundreds of his loyal fighters, the army's chief operations commander told reporters. ‘It was the first briefing for foreign media in the valley since President Pervez Musharraf ordered troops on November 24 to wipe out militants who had seized control of the region calling for enforcement of Islamic Sharia laws. Major General Nasser Janjua said some 20,000 troops backed by helicopter gunships and artillery had driven militants out of their strongholds in the ongoing military operation. "Fazlullah is still on the run with hardcore militants estimated to be between 200 to 400, including some foreigners," Janjua told reporters at the army's makeshift headquarters in Mingora, the main town in the valley. "The militants have retreated to two places in the mountains in the northwest of the valley and we will chase them there," the commander said. It was not possible to verify Janjua's claims independently. Janjua said five soldiers and six civilians had been killed in the operation and around 20 civilians were also wounded. He said it would take up to four months to stabilise the region, which once attracted large numbers of foreign and local tourists. But the army commander said it would take at least 12 months to reopen the region to tourists, also renowned for its ancient Buddhist relics. He said Fazlullah had been involved with the "enemy", and when pressed he named Osama bin Laden's terror network Al-Qaeda as having played a role in unrest in the conservative region. "The Taliban and Al-Qaeda are looking for safe havens and trying to recruit the youth here," he said. He said up to an estimated 5,000 supporters and fighters had been with Fazlullah at the start of the operation, but a majority of them were youths recruited by the cleric on payment of rupees 200 (three dollars) per day. Fazlullah -- known as "Mullah Radio" for broadcasting fiery speeches over his private FM radio station -- has called for a holy war against the government.

Investigation is underway against 2021 government servants, 584 businessmen, 205 politicians, 28 armed forces men and 772 others. The NAB recovered a total of Rs 206.8 billion including Rs 116 billion from bank defaulters, Rs 8.9 bln as voluntary return and plea bargain, Rs 9.2 bln as indirect recoveries, Rs 60.4 bln as rescheduling of loan and court fines as Rs 11.5 bln.

Three killed in Naseerabad shooting (Updated at 1350)
NASEERABAD: Gunmen shot dead three people in Goth Abdul Sattar Umrani in Babakot area of Naseerabad.According to police sources, five armed men opened indiscriminate fire at a camp in Goth Abdul Sattar Umrain killing Liaquat Ali Umrani, Bangal Khan Umrani and Manthar Umrani whereas Hussain Bux Umrani sustained injuries. Police have cordoned off the area and started search operation for the culprits.

Gates warns of Iran threat to US and Mideast (Updated at 1310)
MANAMA: US Defence Secretary Robert Gates on Saturday said Iran's foreign policy was a threat to the United States, the Middle East and all countries within range of missiles Tehran is developing.
"There can be little doubt that their destabilising foreign policies are a threat to the interests of the United States, to the interests of every country in the Middle East, and to the interests of all countries within the range of the ballistic missiles Iran is developing," Gates told delegates at a conference on regional security in Bahrain.
Iran is also "funding and training" militias in Iraq, supporting "terrorist organisations" such as Hezbollah and Hamas and developing "medium-range ballistic missiles that are not particularly cost-effective unless equipped with warheads carrying weapons of mass destruction," Gates added.

NATO stages offensive to retake town from Taliban (Updated at 1210)
KABUL: NATO and Afghan troops have launched an operation to drive out the Taliban from a southern Afghan town held by the militants since early this year, a NATO statement said.
The assault on Musa Qala in Helmand province began on Friday, backed by air support, the alliance statement said. It did not give details about the offensive on the town, which the Taliban have held since February after a controversial deal arranged by tribal chiefs and British forces under NATO's command broke down.

KARACHI: Muttahida Qaumi Movement (MQM) founder Altaf Hussain has urged all political and religious parties to participate in general elections 2008 and “let this democratic process go on as through repeated elections would the people be literate and have a vision of real democracy.” He said each and every citizen should participate in general elections and made a humble appeal to the all parties not to get entangled into complications with the government. Altaf Hussain said this while addressing a general workers meeting at Jinnah ground, Azizabad, on Friday evening. Altaf requested all political and religious parties to forget the past and forgive each other, respect each other and follow the principles of tolerance and indulgence. Altaf also asked to respect each other and accept the existence of other parties too. Altaf said unlike previous parliaments, the 2007 house did complete its five-year tenure despite passing through different tortuous phases, like the lawyers’ strike, torture an killing of journalists, suicide attacks which are continuing and other crises. He also recalled the May 12 mayhem and said that the MQM had been implicated without any proof. Fourteen MQM workers also lost their lives in the carnage, he said. Problems with fuel gauges on the shuttle's external tanks forced the US space agency to put off launches scheduled Thursday and then Friday. NASA is now aiming for a Sunday launch, the spokesman said.

LAHORE: Former prime minister Mian Nawaz Sharif and his brother Mian Shahbaz Sharif are finally out of the election race as they did not challenge their disqualification, saying they would not seek justice from the PCO judges.Friday was the last day for filing appeals against the decisions of the returning officers pertaining to acceptance and rejection of nomination papers. The election tribunal office at the LHC confirmed that they had not received any appeal from Nawaz and Shahbaz on the last day.However, the Sharif brothers have sent letters to the chief election commissioner to record their protest against the rejection of their papers, their lawyer Khwaja Haris said. Citing reasons for sending letters to the CEC, Haris said the Sharif brothers considered the CEC as the only official who had not taken oath under the PCO.Nawaz Sharif, in his letter, has complained that the RO had rejected his papers on the basis of incomplete and unverified record, Haris said. Nawaz pointed out that his papers were accepted in 2002 when he was in exile but in 2007 his papers had been dismissed despite the fact that over the last five years circumstances had changed in their favour.Shahbaz, in his letter, pointed out that it had never happened in the history that a person was barred from contesting elections on the ground that a case stood registered against him, Haris quoted.He made the point that neither the People Representative Act 1976 nor the Constitution rendered such a person ineligible to participate in elections. He said under the election law, a person who was convicted on the basis of "abscondence" could be disqualified, said Haris quoting Shahbaz.

Emergency to be lifted on December 15: Malik Qayum (Updated at 0755)
ISLAMBAD: Attorney General of Pakistan, Malik Muhammd Qayum, Friday said that state of emergency will be lifted and PCO withdrawn in the country on December 15 while the Constitution will be restored with one or two amendments.Talking to Geo News, Malik Qayum said a Presidential Order will be issued for lifting emergency and PCO, the right of which had been given to the President by the Chief of the Army Staff.The draft legislation for withdrawal of emergency was given a final shape at a meeting held in Aiwan-e-Sadr and attended besides him by Syed Sharifuddin Pirzada, Senator Wasim Sajjad and aides of President Pervez Musharraf.To a question, he said one or two amendments have been made in the Constitution, the right of which is with the President under the PCO.Replying to another question, he said the induction of judges to the vacant posts in Supreme Court will be made in one week. ISLAMABAD: The legal advisors are Saturday giving final touches to the draft of Provisional Constitutional Amended Order-II at the President House for lifting the emergency on December 15 and several new amendments are being recommended in the constitution.The suggested amendments include the accountability of the judges of higher judiciary and deleting the words regarding the appointed timeframe for the presidential election.According to the sources, the legal advisors are mulling over amending Clause-3 of the Article 41 of the amended PCO related with the presidential election. Under this article, the presidential election can be held prior to end of its stipulated tenure; also, thought is being given to eliminating the words related with the timeframe for this election from August 17, 1988.Phrase ‘subject to constitution’ is being replaced by ‘notwithstanding anything contained in the constitution’ in Sub-clause II of Article 44 dwelling upon the eligibility of the presidential candidates.According to sources, a proposal to amend Article 51-2(A) is under consideration. The proposal envisages addition of words --10 reserve seats for Ulema, professionals and technocrats-- after reserved seats at National Assembly for non-Muslims. Holding of elections for two seats of Islamabad in accordance with the modus operandi given in the Article 59 is also being considered.Amendment in Article 209 is also under consideration for the accountability of higher judiciary. It is being considered to add “Chief Justice of Pakistan” with the word ‘judge’.Amendment in this article is that in case there is a reference filed against any judge, President will be entitled to send this judge on forced leave in due consultation with Supreme Judicial Council until the case is being heard at SJC and a final decision on the same by the President. RIYADH: Any pilgrim without the mandatory Haj permit trying to enter Makkah will be caught at one of the 12 checkpoints on the roads leading into the holy city.According to Saudi authorities, pilgrims were also denied entry if they did not have valid permits. A foolproof method of detecting forged permits had been introduced at the checkpoints.All smugglers of illegal pilgrims into Makkah face deterrent punishment. A Saudi smuggler will be fined SR10,000 for each person smuggled. If the smuggler is a non-Saudi, he will be deported after paying the fines.The checkpoints also had special women’s divisions staffed with women inspectors. New checkpoints had been set up on the unpaved roads used by smugglers to enter Makkah unnoticed by police and Passport Department officials.

LONDON: Four Guantanamo Bay detainees who previously lived in Britain are to be released from the US camp.Laywer Clive Stafford Smith confirmed that all but one of five British-linked inmates are set to be freed, although he would not forecast when. Jamil El Banna, Omar Deghayes and Abdennour Samuer will return to Britain, while Shaker Aamer will return to his native Saudi Arabia, the British Broadcasting Corporation said. A fifth man, Ethiopian citizen Binyam Mohamed, will remain at the controversial "war on terror" prison camp. The men are not British citizens but all lived in the country legally before being detained at the US naval base in Cuba. All British nationals detained in the Guantanamo prison camp were released by January 2005.

BAGHDAD: At least 10 people were killed in Iraq on Saturday, including an activist from radical cleric Moqtada al-Sadr's movement, his wife and two children, police said. Six people were killed when a suicide bomber rammed his explosives-packed car into a police building in Iraq's northern oil refinery town of Baiji, a security official said. The bomber attacked the headquarters of the quick reaction force in Baiji, north of Tikrit.The attack followed two suicide bombings in Diyala province on Friday, which killed 26 people.

TEHRAN: Iran has completely stopped accepting U.S Dollars in payment for crude oil shipments, said Oil Minister for Iran, Gholam Hossein Nozari.Tagging the currency as "unreliable", the minister cited recent devaluation of the dollar as a cause of oil exporters' losses".The world's fourth largest oil exporter, Iran has been reducing dependence on the greenback in the face of US pressures on its financial system.Nozari did not specify in which currencies Iran was now being paid but in the past,most oil income was in euros and yen.The dollar has weakened considerably against the euro and other currencies over the past year, affecting OPEC revenues.

KARACHI: Into the first week after President Musharraf announced the lifting of emergency rule, Pakistani shares jumped 3.4 percent to close at its 6-week high on December 7th.The benchmark index at Karachi Stock Exchange gained 475 points to settle at 14,474. However, average weekly volume declined to 243 million shares, compared to 257 million last week.Analysts say, a rise in regional markets boosted sentiments, as foreign investments eyed Pakistani shares in view of cheap valuations and easing political concerns. KUALA LUMPUR: Two persons have been killed in Malaysian floods that have forced the evacuation of thousands of people across the country, reports said Saturday.A student and a disabled teenager drowned in two separate incidents in northern Kelantan state as torrential monsoon rains caused floodwaters to rise there, state news agency said.In central Pahang state, authorities said the number of evacuees rose to 1,031 people and 14 relief centres were opened to shelter the victims.Officials in northeastern Kelantan state said they had evacuated 316 people and many villages remained sealed off by flood waters, Bernama reported. However, in the worst-hit state of Johor which borders Singapore, the situation had eased with 3,697 people still in relief centres, down from a peak of 7,326 evacuees, it said. The Meteorological Department has warned of heavy rains over Pahang and northern Kelantan state until late Sunday.

KARACHI: The retail market price of flour # 2 ½ went whirling up by 47 percent, while the chukki and white flour by 20 percent during the past two months.Karachi Retail Grocers Group’s General Secretary, Farid Quraishi told Geo News that the flour # 2 ½ was priced at Rs15 per kilo two months ago, which was now selling at Rs22 per kilo, up by Rs7. On the other hand, chukki and white flour, shooting up by Rs4 per kilo, was available in the market at Rs24 per kilo.Karachi Wholesale Grocers Association’s chairman Anis Majeed told Geo News that the 100-kilo wheat price during the past two months jumping up by Rs300 mounted to Rs1850. He further said that the government has thus far floated tenders for the import of 7,86,000 tons of wheat, which when landing here would stabilize the prices. Swat valley cleared of militants: Janjua (Updated at 1530)
MINGORA: Pakistan's army claimed Saturday it has cleared almost all of embattled northwestern Swat valley of militants, killing 290 rebels and arresting another 143 in recent weeks. However the pro-Taliban cleric behind the bloody unrest, Maulana Fazlullah, was on the run in the scenic valley's mountains, along with hundreds of his loyal fighters, the army's chief operations commander told reporters. ‘It was the first briefing for foreign media in the valley since President Pervez Musharraf ordered troops on November 24 to wipe out militants who had seized control of the region calling for enforcement of Islamic Sharia laws. Major General Nasser Janjua said some 20,000 troops backed by helicopter gunships and artillery had driven militants out of their strongholds in the ongoing military operation. "Fazlullah is still on the run with hardcore militants estimated to be between 200 to 400, including some foreigners," Janjua told reporters at the army's makeshift headquarters in Mingora, the main town in the valley. "The militants have retreated to two places in the mountains in the northwest of the valley and we will chase them there," the commander said. It was not possible to verify Janjua's claims independently. Janjua said five soldiers and six civilians had been killed in the operation and around 20 civilians were also wounded. He said it would take up to four months to stabilise the region, which once attracted large numbers of foreign and local tourists. But the army commander said it would take at least 12 months to reopen the region to tourists, also renowned for its ancient Buddhist relics. He said Fazlullah had been involved with the "enemy", and when pressed he named Osama bin Laden's terror network Al-Qaeda as having played a role in unrest in the conservative region. "The Taliban and Al-Qaeda are looking for safe havens and trying to recruit the youth here," he said. He said up to an estimated 5,000 supporters and fighters had been with Fazlullah at the start of the operation, but a majority of them were youths recruited by the cleric on payment of rupees 200 (three dollars) per day. Fazlullah -- known as "Mullah Radio" for broadcasting fiery speeches over his private FM radio station -- has called for a holy war against the government.

KARACHI: Interior caretaker minister Hamid Nawaz Khan has said that there was no danger of terrorism during the forthcoming general elections.Talking to newsmen here on Saturday, he said, “The army would be deployed at the sensitive areas and polling stations, though it does not seem any danger of terrorism during the forthcoming general elections.”Earlier he attended the passing-out ceremony of Coast Guard recruits here.

LAHORE: MMA central president, Qazi Hussain Ahmad has said that the lifting of emergency without taking back the Nov. 3 actions would be of no use.Qazi Hussain Ahmad called on Nawaz Sharif at his Raiwind residence and exchanged views on the current burning national issues. Following this parley, Qazi Hussain Ahmad and Nawaz Sharif said that the crucial decisions would be taken in the APDM meting.Mian Nawaz Sharif said that he exchanged views with Qazi Hussain Ahmad on matters relating to the charter of demand and the pertaining differences with the People’s Party, while it was decided in the meetings with Benazir that after concurrence on the charter of demand, election boycott deadline would be given, but no headway could be made in it.Nawaz Sharif said, “We want to win the war waged by the judiciary by all means, as it was a war of the 160 million people.” Qazi Hussain Ahmad said that he was firm on the demand of the restoration of the judiciary to its prior Nov. 3 position because if the Nov. 3 actions were not withdrawn, then the lifting of emergency would be fruitless. BANGALORE: India were 192 for four at tea on the opening day of the third and final test against Pakistan on Saturday. Half centuries from Sourav Ganguly and Yuvraj Singh bring India back into the match after debutant Yasir Arafat ripped through their top order on the first day of the third and final Test against Pakistan in Bangalore on Saturday.Yasir took three wickets in his inspiring first spell after India won the toss and chose to bat first.All-rounder Rahul Dravid (19), opener Wasim Jaffer (17) and Vangipurappu Laxman (five) back to the pavilion in the first session. Ganguly and Yuvraj added 131 runs for an unbroken fifth wicket stand and took India to 192 without any further loss by tea. India lead the series 1-nil following their six-wicket victory in the opening Test in Delhi. The second match in Kolkata ended in a draw.
Three killed in Naseerabad shooting (Updated at 1350)
NASEERABAD: Gunmen shot dead three people in Goth Abdul Sattar Umrani in Babakot area of Naseerabad.According to police sources, five armed men opened indiscriminate fire at a camp in Goth Abdul Sattar Umrain killing Liaquat Ali Umrani, Bangal Khan Umrani and Manthar Umrani whereas Hussain Bux Umrani sustained injuries. Police have cordoned off the area and started search operation for the culprits.

Gates warns of Iran threat to US and Mideast (Updated at 1310)
MANAMA: US Defence Secretary Robert Gates on Saturday said Iran's foreign policy was a threat to the United States, the Middle East and all countries within range of missiles Tehran is developing.
"There can be little doubt that their destabilising foreign policies are a threat to the interests of the United States, to the interests of every country in the Middle East, and to the interests of all countries within the range of the ballistic missiles Iran is developing," Gates told delegates at a conference on regional security in Bahrain.
Iran is also "funding and training" militias in Iraq, supporting "terrorist organisations" such as Hezbollah and Hamas and developing "medium-range ballistic missiles that are not particularly cost-effective unless equipped with warheads carrying weapons of mass destruction," Gates added.

NATO stages offensive to retake town from Taliban (Updated at 1210)
KABUL: NATO and Afghan troops have launched an operation to drive out the Taliban from a southern Afghan town held by the militants since early this year, a NATO statement said.
The assault on Musa Qala in Helmand province began on Friday, backed by air support, the alliance statement said. It did not give details about the offensive on the town, which the Taliban have held since February after a controversial deal arranged by tribal chiefs and British forces under NATO's command broke down.
MQM announces candidates for elections (Updated at 1200)
KARACHI: Muttahida Qaumi Movement (MQM) founder Altaf Hussain has urged all political and religious parties to participate in general elections 2008 and “let this democratic process go on as through repeated elections would the people be literate and have a vision of real democracy.” He said each and every citizen should participate in general elections and made a humble appeal to the all parties not to get entangled into complications with the government. Altaf Hussain said this while addressing a general workers meeting at Jinnah ground, Azizabad, on Friday evening. Altaf requested all political and religious parties to forget the past and forgive each other, respect each other and follow the principles of tolerance and indulgence. Altaf also asked to respect each other and accept the existence of other parties too. Altaf said unlike previous parliaments, the 2007 house did complete its five-year tenure despite passing through different tortuous phases, like the lawyers’ strike, torture an killing of journalists, suicide attacks which are continuing and other crises. He also recalled the May 12 mayhem and said that the MQM had been implicated without any proof. Fourteen MQM workers also lost their lives in the carnage, he said. However, he said unfortunately this is a part of political culture of our country those who are weak are caught or blamed. Lashing out strongly at all the political and religious parties, and the establishment, Altaf claimed that they all went for “safarish” to America. Altaf said he couldn’t help naming Benazir Bhutto and said she was not the right choice as while living abroad she asked the USA for help to bring her to power. He said the 1973 Constitution was also changed by Zulfikar Bhutto and he also imposed emergency. Altaf said both Benazir and Nawaz came back to Pakistan under a deal. He lashed out over the judiciary issue and recalled that Chief Justice Iftikhar Mohammed Chaudhry had taken oath under the PCO. He said Benazir went on her own abroad and now had returned to the country through a deal . Later Altaf Hussain announced the final list of candidates or the national and provincial assemblies from Sindh.
Shuttle launch postponed third time (Updated at 1150)
CAPE CANAVERAL: NASA postponed Saturday's planned launch of the space shuttle Atlantis by one day, the third delay this week, a spokesman said Friday.
Problems with fuel gauges on the shuttle's external tanks forced the US space agency to put off launches scheduled Thursday and then Friday. NASA is now aiming for a Sunday launch, the spokesman said.
Sharif brothers out of poll race (Updated at 1130)
LAHORE: Former prime minister Mian Nawaz Sharif and his brother Mian Shahbaz Sharif are finally out of the election race as they did not challenge their disqualification, saying they would not seek justice from the PCO judges.Friday was the last day for filing appeals against the decisions of the returning officers pertaining to acceptance and rejection of nomination papers. The election tribunal office at the LHC confirmed that they had not received any appeal from Nawaz and Shahbaz on the last day.However, the Sharif brothers have sent letters to the chief election commissioner to record their protest against the rejection of their papers, their lawyer Khwaja Haris said. Citing reasons for sending letters to the CEC, Haris said the Sharif brothers considered the CEC as the only official who had not taken oath under the PCO.Nawaz Sharif, in his letter, has complained that the RO had rejected his papers on the basis of incomplete and unverified record, Haris said. Nawaz pointed out that his papers were accepted in 2002 when he was in exile but in 2007 his papers had been dismissed despite the fact that over the last five years circumstances had changed in their favour.Shahbaz, in his letter, pointed out that it had never happened in the history that a person was barred from contesting elections on the ground that a case stood registered against him, Haris quoted.He made the point that neither the People Representative Act 1976 nor the Constitution rendered such a person ineligible to participate in elections. He said under the election law, a person who was convicted on the basis of "abscondence" could be disqualified, said Haris quoting Shahbaz.

BANGALORE: Pakistan debutant YasirArafat reduced India to 65 for four at lunch on the opening day of the third and final test on Saturday. All-rounder Arafat dismissed Rahul Dravid (19), opener Wasim Jaffer (17) and Vangipurappu Laxman (five) after the hosts elected to bat in sunny conditions.Saurav Ganguly, who scored a century in the drawn second test, was on 12 while Yuvraj Singh had yet to score at lunch. Pakistan spearhead Shoaib Akhtar was at his hostile best in seaming conditions but unlucky not to get a wicket, before his new ball partner Mohammad Sami grabbed an early breakthrough when he had a tentative Gautam Gambhir edge behind for five for his first wicket in the three-match series. Gambhir was drafted in for Sachin Tendulkar who was ruled out with injury along with vice-captain Mahendra Dhoni. Dravid and Jaffer put on 36 for the second wicket in testing conditions before Arafat struck in successive overs. Arafat tempted Dravid into a slash outside off stump to be caught at first slip by Misbah-ul-Haq. Arafat then dismissed Jaffer in the next over when the second test double centurion shouldered arms to a delivery that cut back sharply and was trapped in front. Vangipurappu Laxman was then dismissed when he played a low delivery from Arafat on to his stumps. India are 1-0 up in the series after winning the opening game by six wickets in New Delhi.

Emergency to be lifted on December 15: Malik Qayum (Updated at 0755)
ISLAMBAD: Attorney General of Pakistan, Malik Muhammd Qayum, Friday said that state of emergency will be lifted and PCO withdrawn in the country on December 15 while the Constitution will be restored with one or two amendments.Talking to Geo News, Malik Qayum said a Presidential Order will be issued for lifting emergency and PCO, the right of which had been given to the President by the Chief of the Army Staff.The draft legislation for withdrawal of emergency was given a final shape at a meeting held in Aiwan-e-Sadr and attended besides him by Syed Sharifuddin Pirzada, Senator Wasim Sajjad and aides of President Pervez Musharraf.To a question, he said one or two amendments have been made in the Constitution, the right of which is with the President under the PCO.Replying to another question, he said the induction of judges to the vacant posts in Supreme Court will be made in one week. These judges will be selected from all the four provinces and in this connection Chief Justice Abdul Hameed Dogar is finalizing the names, he added. (Updated at 2015)
